console: offer the manual reply affordance at Onboarded
Backend 106 keeps the WhatsApp reply loop open after the policy issues, so the Engage employee answers post-issuance questions. Mirror that in the operator console: the onboarded (closed) state now offers the same "Reply to the customer" affordance the quote and payment stages do, folded away as a bounded loop, so a person can step in on WhatsApp. customer-reply stays channel-only, never an operator button, as at every other stage.
